you've typed code and then refreshed page nothing happens....
1. Compile your CSS
2. CTRL + F5 to refresh your website fully

Make sure you have the bootstrap css and js files in your website folder in xampp

when styling links make sure you use a colon

check the links and file names VERY carefully, if that doesn't work then check all code that includes images, if that doesn't work then go into css and delete all of your code (making sure that you can get back to it) and reload the page. If nothing happens on the page do hard reset.
