         <description><![CDATA[<div>1. <strong>Role and perceptions of effectiveness</strong>.<br>- <em>ROLE</em>: Manage a team of civil servants, make decisions, political decisions, control of the budget (limits), delegation of roles, deliver goverment policies, ....<br>- <em>Achieving something/being effective</em>: Be able to estructure and re-estructure your teams and groups in the ministry and the departments of this, dealing with crisis .<br>2. <strong>Conditions for effectiveness</strong>.<br>- <em>Help min. to be effective</em>: deliver what they promise to do, be a good comunicator among the media, public and civil servants, be effective solving these crisis, implement your policies in relation with your goals.</div><div>- <em>Hinders</em>: Manage his/her private office and your civil servants (risk adverse selection- they could be too slow), deal with unprepared advisors, the need to negociate with the treasury could be very uncomfortable, how spend the money and in which years (1 year/4 years)<br>- <em>Effective in crisis</em>: Keep calm and&nbsp; be clear and direct with your speeches and actions, best thing in crisis is to consult with special advisors and experts, take your own responsability if your policies fail, the leader of the party in govermet appoint watch dogs for oversee your actions, appoint people with experience in this area.</div>]]></description>

Role and perceptions of effectiveness<br></strong>Catch-all role<br>A minister has the ultimate responsibility if something goes wrong, it does not make sense to blame others.<br>An effective minister: delivering what they promised, generating a good culture for the ministry to effective --&gt; civil servants will be content and self-confident.<br>Competition between ministries on being effective<br>Trend: Good media headlines<br>Advantage having shadowed the ministry<br><strong>2. Conditions for effectiveness<br></strong>To have a good connection to the Treasury (it is difficult to deal with them because of changes in the departement)<br>Helpful to have connection to people who can support the minister (mentor)<br>To be ahead of the media knowing about potential crises.</div>]]></description>
