What are some main points for this to remain a state issue? A federal issue?

Marijuana is a issue for the States because it is illegal under federal law, and Congress, the Supreme Court, or any federal agency has been wanting to revisit the classifications for it. So the States have moved forward (mainly through voter initiative) to legalize or decriminalize weed without federal approval. So this creates a problem between federal and state law, which has a part in federal banking policy, federal law enforcement, and federal spending priorities.
