Wind blows rain clouds everywhere but if a certain area does't get enough rain, it will cause a drought. Mountains sometimes make a clouds rainfall as the cloud moves up the mountain...this can cause the other side of the mountain to have a drought. Even though the ocean is made out of water, it is one of the biggest causes of droughts. Within the ocean are little streaks called currents, two of them are called El Nino 
and La Nina. El Nino is a warm water current, La Nina is a cold water current. When either current comes close to land, it causes problems.
