Just because some students could work through these challenges. Not all could. It is important to be equitable and create an environment conducive to learning for all students.

Some students may have the ability to tune out the distraction of loud talking, however, that distraction may hinder other students from completing their work.

If i cannot focus with the noise while the speaker is talking and continued noise while doing the task, how much more with the Special students. I am wondering about the placement of the Special students if they could be placed strategically in a smaller group group where the teacher can support and do one on one with both the Special students and MLLs , rather than placing them with big groups and other students who are really loud and clowns in the classroom.
