An agreement between Austria, Russia, and Prussia, called the Holy Alliance, specified that peace should be maintained in Europe. Liberal and nationalist uprisings did break out in Europe occasionally in years. They were mostly over by interventions of the great powers. Revolutionary movements founded on the ideas of popular sovereignty (demanding political liberalization), nationalism, and socialism.

Within a seven-year period Denmark, the Habsburg monarchy, and France were vanquished in short, decisive conflicts. The empire was forged not as the result of the outpouring of nationalist feeling from the masses but through traditional cabinet diplomacy and agreement by the leaders of the states in the North German Confederation, led by Prussia, with the hereditary rulers of Bavaria, Baden, Hesse-Darmstadt, and Württemberg. Prussia, occupying more than three-fifths of the area of Germany and having approximately three-fifths of the population, remained the dominant force in the nation until the empire’s demise at the end of another war in 1918.

Miguel Hidalgo y Costilla—“the father of Mexican independence”—launched the Mexican rebellion with his “Cry of Dolores,” and his populist army came close to capturing the Mexican capital. Defeated at Calderón in January 1811, he fled north but was captured and executed. He was followed by other peasant leaders, however, such as José María Morelos y Pavón, Mariano Matamoros, and Vicente Guerrero, who all led armies of native and racially mixed revolutionaries against the Spanish and the Royalists.

A number of Italian states were briefly consolidated, first as republics and then as satellite states of the French empire, and, even more importantly, the Italian middle class grew in numbers and was allowed to participate in government.
