All the expenses will be afforded by the company that caused the demages, as they asure themselves, including paying for a hotel room for the some of the people that live on the area to stay in, while the situation is being controled. 
The substance, was made by this company with the end of producing gasoline. as a more affordable aption to petroleum and its derivates, but it never got to be released into the market because it was dangerous and highly flammable (even more than normal gas), so the product was kept in big containers for a long time by the company, until they couldn´t keep it anymore and so they released it into the ocean hoping that no one noticed, but that was not the case.
The situation is being controled by experts on toxic waste, and it should be figured out soon, as they know there isn´t planty of time to take care of it, because of how much of the ocean is already contaminated with it, and how many people want to go back to their homes and jobs alrady.
