         <title>War is still a war. It does not matter what you use or how much you spend, it is still a war. Whatever the definition of war, there is still a winner or loser. Eg both gulf wars were completely different, but still wars. Terrorism has always been a problem; Black hand, Terrorism has always existed; in fact right now it is periodlly low.</title>
