Congress established the Freedman's Bureau to assist newly freed slaves by providing social, educational, and economic services. A new environment developed as blacks and whites were becoming political equals although not all American's accepted this fact. The south faced the most change because slavery which was so ingrained into their society was gone in an instant. This period of reconstruction left abolitionists wanting African American's to gain their citizenship and ability to vote where as previous pro-slavery advocates wanted them to receive as little rights as possible.

January 31, 1865 13th Amendment abolishes slavery

The passing of the 13th amendment finally abolished slavery. This end to slavery resulted in a major transformation in the United States. The settlement in America changed as some escaped slaves moved back south to their families, some slaves moved north to seek new opportunities and some slaves stayed at their plantations to continue working the only work they had ever known. There were also many northerners nicknamed carpetbaggers who traveled south to aid in the reconstruction process. Many southern states resented the reconstruction process and there was a separation between those states and the federal government because the south did not want to cooperate.

The Ku Klux Klan was a development of southern white democrats who spread violence unto abolitionists and newly freed slaves. They were opposed to the reconstruction process. This group affected the settlement patterns in the south because many African American's feared for their lives and moved north away from the KKK. The Reconstruction altered the relationship between white southern democratic KKK members and white northern republicans because the democrats began to hate republicans for forcing this reconstruction process upon them. They wanted to discriminate the blacks and deny them citizenship where as the republicans advocated for their citizenship.

The Black Codes were laws passed by Southern states with the intent of restricting African Americans' freedom, and compelling them to work in a labor economy based on low wages. These codes transformed the environment by diminishing the dignity of newly freed slaves and weakening the new found equality between blacks and whites. These laws were in opposition to the new federal laws that endorsed equality displaying the still rebellious feeling of the states.

This amendment guaranteed citizenship to naturalized and native born Americans and stated that citizens would have equal protection under the laws. This amendment altered the social environment in the south as blacks gained more rights than they ever had before. Conflicts arose in the south between those who opposed and agreed with this amendment shifting southern tranquility. The proposal of this amendment created many debates over the definition of an American citizen especially for African Americans. The ratification of this amendment ended legal debates over this topic.

The Amnesty Act removed voting and office-holding restrictions on most former members of the Confederacy. Letting those individuals back into the political system changed the environment in the political realm as republicans lost their seats the reconstruction period came to an end. Now the southern state governments could send their previously elected officials during the Civil War to hold federal positions again. This strengthened the bond between the state and federal government.

These acts gave congress greater control over reconstruction. One divided the south into many military districts, another gave voting rights to blacks, and more. These acts transformed the environment in the south as the states became divided into military districts controlled by the Republicans and placed those Confederate states under martial law. The federal government gained more power in their congress and this altered their relationship with southern states as many of them resented the reconstruction.
