         <description><![CDATA[<div>The Great Compromise resolved the controversial issue about the what the lower house wanted and what the upper house wanted. Cleverly it included elements from both the Virginia and New Jersey plans. The Great Compromise basically consisted of proportional representation in the lower house (House of Representatives) and equal representation of the states in the upper house (the Senate), satisfying both of their wants.</div>]]></description>
