3) The ability to select the sponsor and opportunity that fits their research interest
4) The knowledge of science components that go into a submission
5) The knowledge of the budget limitations and requirements that go into the submission
6) The knowledge of the National Institutes of Health submission system
7) The knowledge of the National Science Foundation submission system
