In 2022, former Martinez council member Noralea Gipner founded the Homeless Action Coalition, a non-profit organization created to give aid and a temporary solution for the homeless population in Martinez, CA. A homeless encampment by the name of Camp Hope was created near the water front. It provided many services such as showers, haircuts, clean clothing, breakfast, as well as medical and psychiatric services at the waterfront. Unfortunately, surrounding residents did not approve and it was only running for a short time before it got shut down. Recently in September, 2024 the Martinez City Council unanimously approved an ordinance to clear out homless encampments even if a shelter is not available. The ordinance is supported by Governor Newsom's executive order to remove encampments in California.
