The judge can only interpret the law in accordance with past precedents.
The French judicial system has two separate courts, namely the administrative court system and the general court system, which operate in parallel. The two court systems have jurisdiction over the cases and are able to make the kind decision. Administrative court system is composed by the administrative court, appellate institutes administrative court and the supreme administrative while the common court system is composed by the grass roots court (court of felony, the trial court, misdemeanour court, the court, the commercial court, labor conciliation committee, etc.) the court of appeal and the Supreme Court.
