Insiders - Students and Scholars. “became a good place for students to review their lessons and for professors to study”.

Outsiders - Patrons and Tourists. “They would stop at exhibitions and sculptures, seeing them for a while and took a lot of pictures”.

Outsiders: People who don't have access to the department.

The author also describes insiders as people within the department who regularly interact in a social group, whilst the people who want to be alone become an outsider (despite being an insider). However, because the atmosphere is common and natural to all the insiders, it's very easy for an outsider to become an insider.
