The message tells us that there is a world outside of their society. Their secluded community was made as an experiment, to save humanity. The people in the community who would save it are the Divergent, which goes against everything Jeanine believed in. This is not only the resolution to this novel, but the cliffhanger leading to the next and final novel in the trilogy. The shouting could represent the freedom that everyone feels at that moment. For many years, all those people thought that confiding to one faction was the way one succeeded in life.
