If Matt is gone then there must be clear person who is in charge while he isn’t present. It seems that power is too concentrated with him so that once he’s gone, no one feels like they can take initiative.

In this situation, there does not seem to be anyone benefitting. The company is losing productivity, and therefore revenue and reputation. Also, customers do not receive their orders on a timely basis which potentially damages their day to day lives.
