         <description><![CDATA[<div>The authorization of the current Commander in Chief of the Navy and Army which is the president of the time has the ability to deem war in any place that they see as desirable or necessary at the time of action. The benefits of this is that the military would be quicker to the battle field since they are on the President's notice but the downside to this is having enough troops ready to go out to war. they only have so many soldiers they can deploy, also the President could sent a lot of soldiers to a battle they cannot win but the soldiers aren't going to argue with the President. The President responsible for this Executive Order is Franklin D. Roosevelt. This was because he was president during WW2</div>]]></description>

Roosevelt on February 19, 1942.&nbsp; This was in the midst of World War II and was largely unfair to the Japanese people.&nbsp;The order was issued to "prevent espionage" during the war, mostly out of paranoia. </div>]]></description>
