         <title>Depends on the scenario. A qualitative approach may solve a reactionary need, like pandemic response. A quantitative approach is more appropriate for a good or service that is relatively stable and can be planned and forecasted well in advance. </title>

         <title>I think both aspects should be taken into account but with different weights according to the typology of product. A procurement professional liaises with their internal customer to identify the need and the expectations in terms of deliverables. Doing so, both parties can decide which aspect should be more relevant for offer evaluation purpose. </title>
