The cartoon is representive of the power that America had over Panama by having Roosevelt as a giant. Roosevelt is also riding on a old rickety boat across the very expensive canal to symbollize that America could not afford the Canal or the boat so they had to settle for the old one. Kipling's poem explained that as an advanced nation, the United States was responsible for educating and civilizing the native peoples.
