The A Horizon is the best layer to grow plants in because it contains a rich amount of nutrients leached directly from the O Horizon of organic materials broken down into nutrients. This layer is often referred to as "top soil" and contains the most nutrients of any soil horizon layer, which is why it is the most productive layer for crop growth.

I would say the A horizon is the most fertile for plants. It has a lot of decomposed matters and minerals that can provide nutrients. As the layers go down one would find less and less nutrients. Not very good for plant growth. However the top layer which has more nutrients than the bottom layers is also disrupted by living beings on the surface and that live in the top layers.

The most fertile layer is the O layer. That's because it's composed of decaying organic material, which is known to be very productive for growing plants. This decaying material gives growing plants the nutrients they need. This is why farms often use composted material to fertilize their plants.
