If you can't establish a power system one person will step up and chances are they will become a become a dictator. So example of great powerme systems are Congress and Parliament for example are systems used by the most power nations in the world. A system that can handle rioting should have a relatively easy job. The form of justice chosen should be able to keep the citizens happy to secure the safe environment. Like during the Civil War they allowed to free the African American slaves that fought for the country. Therefore the ones that survived the war earned their freedom. This method is very outdated though because we don't own slaves anymore. We can use this is we fight another country and take their prisoners. We can provide them freedom if they fight for us. The citizens can speak up against their leaders. Dictators can take advantage of citizens fear and then make terrible decisions. In America the First Amendment allows us freedom of speech. This may not work in other countries like China. because they can get arrested for speaking up. To get a large army your country may have to draft like the Americans did in WWll. We had one of the most talented militaries because we drafted and those people who were drafted helped us maintain freedom. If we didn't use the this method we could've ended up like the Jews.
