People lived on barely any money and were on the streets; others died from hunger or natural causes.
According to the National Library of Medicines, "The development of ancient Rome from a kingdom in Latio to a democracy and finally a thriving empire has paved the way for medicine and public health."  This shows that they were working on public health and medicine.
