Not fully get rid of them. I have designed a machine, that dispenses dog food for strays. I believe if these get placed in front of animal shelters, that they could see the animals and at least think about taking them in the shelter. This is how it works: 
1. The dog will step into the tent? cover thing it will be in.
2. When the motion camera sees the dog, it will 'tell' the machine at the bottom to slowly spin around ONCE, and dispense dog food in the bowl that will hang from the bottom, or just will be lying on the ground.
3.   • The container, legs, and tub the food falls into will be made from wood, and transparent plastic. 
  • It will be placed in a small tent, so if an animal walks in the motion sensor wont pick up anything also
