People were protesting in order to push the delayed 504 regulations that were part of the Rehabilitation Act of 1973. People planned a protest to march to government buildings. Those people picketed at regional government offices all across the US. Which were horrendous. The issues of Willowbrook were as following: Overcrowding, medical experiments, mean and unfair staff that emotionally, physically, and sexually abused children, the children were left to roam, and so much more. People that went there said that "it smelled like death". This was the most significant part because people with disabilities finally got law protection from discrimination. Which was something that the Rehabilitation Act of 1973 didn't cover. The ADA was also a turning point for the disability rights movement, because the government was finally listening to those with disabilities. They were finally listening to the decades of protest.
