• Hong Kong's population is aging rapidly.The ageing trend is becoming a major concern in Hong Kong. 

•  At present, one out of eight people in Hong Kong ages 65 or above. 

• As people are living longer and getting older, the average life expectancy is 80 and 86 for men and women respectively in 2010. 

•  In 20 years’ time, one in every four Hong Kong residents will be 65 or above. By 2050, Hong Kong is forecasted by the World Health Organization to rank fifth in the world for cities with the largest percentage of older adults, i.e. 40% of the population in Hong Kong will be 65 or above. 

• This trend is accompanied by a rise in chronic diseases and increased healthcare needs.

Old Age Allowance (OAA):

• Eligibility: Hong Kong residents aged 70 or above. 
  

• Amount: A monthly payment of HK$1,640 (effective from February 1, 2025). 
  

• Note: This scheme is non-means-tested, meaning income and assets are not considered when determining eligibility, according to Senior CLIC. 
  

Old Age Living Allowance (OALA): 

• Eligibility:
  Hong Kong residents aged 65 or above with income and assets not exceeding the prescribed limits.
  
  
  

• Amount:
  A monthly allowance is provided, the amount varies depending on income and assets, according to the Social Welfare Department.
  
  
  

• Note:
  Individuals cannot receive both OAA and OALA simultaneously, according to 1823.
  
  
  

Comprehensive Social Security Assistance (CSSA): 

• Eligibility: Means-tested scheme for those in financial need, regardless of age.

• Amount: The amount of assistance is determined based on individual circumstances and financial need.

Other Subsidies:

• Elderly Health Care Voucher Scheme: Provides annual vouchers to elderly individuals for health services. 
  

• Senior Citizen Card: Offers various benefits and discounts to senior citizens. 

• HK$1,620 per month. 

Old Age Living Allowance is a monthly allowance to supplement the living expenses of elderly Hong Kong residents aged 65 or above who are in need of financial support. 

• HK$4,250 per month

 By 2024, the city will officially be a 'super-aged society', meaning more than 21 per cent of people are aged over 65. By 2034, we will be ultra-aged, like Japan, with more than 28 per cent over 65.

• Old Age Allowance (OAA):
  A monthly payment of $1,290 to elderly Hong Kong residents, with no means test for the Higher Old Age Allowance given to recipients aged 70 or above. 
  
  

• Elderly Health Care Voucher Scheme:
  Provides an annual $2,000 voucher for eligible elderly persons to use for various healthcare services, including medical practitioners, Chinese medicine practitioners, dentists, and other related professionals. 
  
  

• Rent Allowance for Elderly Scheme:
  A pilot scheme that provided cash rent allowances to elderly applicants to lease private accommodation in lieu of public rental housing allocation. The scheme has been phased out, but existing beneficiaries can choose between PRH units or cash rent allowances. 
  

• Scheme on Living Allowance for Carers of Elderly Persons from Low-income Families:
  Provides a living allowance to carers of elderly persons from low-income families. 
  
  

• Elderly Health Care Voucher Pilot Reward Scheme:
  A pilot scheme providing a $1,500 reward once a year to eligible elderly people. 
  
  

• Priority Public Rental Housing Schemes:
  Various schemes are available for elderly individuals and families who need public rental housing, including schemes for single elderly persons, elderly couples, and harmonious families. 
  
  

• Senior Citizen Card:
  Provides proof of age to facilitate access to concessions, discounts, and priority services offered by various government departments, public transport, and private businesses. 

Workplace Culture: Stereotypes about older employees being less adaptable or tech-savvy can result in exclusion from training opportunities and promotions.

Social Perception:There is a societal tendency to undervalue the contributions of older adults, which can lead to isolation and reduced participation in community activities.

Policy Gaps:While some policies aim to protect the rights of older individuals, enforcement and awareness are often lacking, making it difficult for older adults to seek redress.

Healthcare Access: Discrimination may also extend to healthcare, where older adults might receive less attention or be perceived as less deserving of certain treatments.
