Tons upon tons of concrete fell on top of people driving cars. Some of these people died. Some were saved by rescue workers. According to National Geographic, the mud and sand that was put there was not compacted enough. The shock waves "roiled the into slush, through a process called liquid faction. Amplification exaggerated the waves at the surface, increasing the shaking."
