Some restrooms don't have (proper) changing tables, are not a private space, and the opposite or different gender in a bathroom can make other people uncomfortable. An important aspect of these bathrooms is that they are big enough to accommodate universal changing tables. Parents are pushing for these bathrooms to provide better care for their children.
