TRUST is also important to let go of the "rigid control." If we don't have TRUST, then it is hard to give up rigid planning (principal-agent problem?). 

Does evaluation promote change? Or is it a delaying/conservative factor? 
  • "Fear of evaluation" may lead to more rigid planning.

    Can be done in a week. 

    But who are the members of the community? Who participates? 
    • Convenient sample. Not a statistical sample.
    • Try to get a stratified set of people. Maybe gender, disability, age, education, etc. But it depends on the context. 
    • This could be a mixed group. 
    • It could be a "specialized" group; i.e. only older women.
