The mentally impaired character could cause all sorts of problems and issues throughout  the story. They give a twist in the story and cause it to be interesting. Sometimes they could even relate or help another character out in a time of need. The mental character could also give give a sense of reassurance that not all characters have to strong and heroic. It also sparks interest in the story/plot and keeps the story from getting boring by giving either humor or suspense.
