The West, after the end of WWII, gave 'authority' to control the Eastern block but yet did not give criteria for the control. The impact of this led to both parties not meeting each other's needs and caused mistrust which deteriorated both parties' relationship. The impact is then strengthened by the Truman Doctrine, which was a form of declaration of war as it meant they would intervene on how the Soviets were controlling the Eastern block

US is more to blame as they created at larger sense of mistrust which led to the Cold War. The Truman doctrine was a containment policy that specifically was aimed at preventing communist spread and directly threatened the influence of Soviet Union. USSR's actions were less effective than those of the US hence they caused less mistrust.

The USSR created bigger problems than the USA since Stalin lied and refused to comply to the agreements that he and the allies had in the Potsdam conference, which was to allow free elections in the Eastern Bloc. On top of that, Stalin’s aggressive behaviour made it seem as if he was going to conquer most of Europe through force. Over time, this caused longer lasting tensions between the USA and USSR since the USA felt that the USSR was not to be trusted and would violate treaties of peace, showing that the USSR caused longer lasting problems as compared to the USA.
