         <title>Effective July 1, 2012, all school districts must have an RtI program in place as part of the process to determine if a student in grades K-4 is a student with a learning disability in the area of reading….. (https://www.p12.nysed.gov/docs/ais-rti.html) “Every student is assessed using a brief screening tool (universal screening-tier 1)…One-minute reading: Each student reads a set list of words aloud, with a one minute time limit. …Students who perform below a pre-set score are considered to be at risk for reading failure”.- IRIS Center There is a chance that slower learners could be misdiagnosed as LD due to the assessment types. For example if a student that normally performs in the high 90’s receives a 55 on a certain assignment they were struggling with could indicate further rti intervention. </title>
