4.) Behavior/emotional aspect incorporating a big brother/big sister type program between buildings
5.) Buddy up new ELs with peer mentor from day 1 (someone who is in same lunch)
6.) Better welcome for incoming students (whether ELs or mainstream students)
7.) Assemblies 
8.) Hire faculty and staff from various backgrounds
9.) Administrative support is very important to progress as a district.
