I believe the proverb means that just because a person is good-looking doesn't mean that they are a good person. The reason this relates to a leopard is because the skin of a leopard is very beautiful. Many fashion designers use leopard skins or patterns in their clothing because people like wearing it. The skin of a leopard may be attracting, but not his heart because they are viscous predators. Leopards can devour humans and animals. They can even attack animals bigger than them. This is why they are used as a comparison to people because a model who has tons of money may not donate some of it to charity. Another example is a person who takes so much time worrying on how they look like instead of spending time with their family or friends. This proverb reminds of the quote "looks can be deceiving" because being handsome and beautiful doesn't mean you are kind or loving.
