This law holds schools accountable for how students learn and achieve educational goals. It replaces No Child Left Behind. One of its primary purposes is to provide an equal opportunity for students who get special education services. The ESSA gives states more of a say in how schools are held accountable for student achievement. This is especially true in regards to students who are considered disadvantaged. Disadvantaged students include students in poverty, minority students, students who receive special education and students who have limited English language skills. While individual states get to decide the education plans for their students, they must do so within an established framework given to them by the federal government. Under this law, parents are allowed to have a say in these plans. The plan must include a description of the following aspects: academic standards, annual testing, school accountability, goals for academic achievement, plans for supporting and improving struggling schools and state and local report cards.

Lee, A.
