At the beginning of this week, we were all advised self-isolate as far as possible to help protect us from the virus. This is particularly important for people over 70 and those with underlying health conditions because they are at higher risk of developing more severe symptoms if they become infected. In the coming days, those at greatest risk will be asked to self-isolate for 12 weeks.  

Age Cymru’s chief executive Victoria Lloyd says: “These are potentially difficult times for many older people, especially those living alone who may not have anyone to share their concerns. Others may just want to have a chat about what they saw on television last night. Hopefully, this initiative will help older people cope with some of the challenges arising from the Coronavirus outbreak.”

Anyone over 70 in Wales can register with Age Cymru, free of charge, to receive a regular telephone call from the charity in either English or Welsh. All you have to do call the Age Cymru Advice Number on 08000 223 444 or email enquiries@agecymru.org.uk.

Our advisers have been struggling with a huge volume of calls from worried mothers and new parents. Newport Mind, through their ‘Changing Minds Project’ are offering an opportunity for your child to be involved in a new virtual scheme called ‘Write with you’. This is an email service that aims to help to bring young people together, who in this time of uncertainty with school being closed, might end up feeling a bit lonely or bored.This scheme is open to any young person aged 11-25, who is living in Newport and has access to an email account. Newport Mind’s Wellbeing Ambassadors (young volunteers aged 14-25) will be the ones that will be replying to young people’s emails. These emails will be monitored by the Newport Mind staff. In essence, this an online peer support scheme. The Wales Council for Voluntary Action are actively encouraging applications from BAME communities to access their funding opportunities. They have a specific fund open to assist with the impact of Covid19. You can find more information here 

 

The National Lottery Community Fund have also updated  two funding programmes – People and Places and National Lottery Awards for All in light of the Covid19 crisis and are prioritising applications from BAME organisations. Further information can be found here 

 

With social distancing measures still in place, we know that domestic abuse calls to the police are reducing, and that the risk of harm to those in a controlling or abusive relationship is increasing. For many of our BAME communities, barriers including culture or language may further be isolating those that need help. Some key messages for you to reinforce within your communities are below. 

·         You can leave your house if you need to flee abuse – social isolation rules do not apply, and you will not get into trouble 

·         The police will attend your home if you need them to – call 999 for help in an emergency, if you cannot speak on the phone, dial 999 and then press 55 when prompted

·         Look out for your neighbours – call 101 to report any concerns, or 999 in an emergency

The Easter break this year has been so very different to previous years, with many of us not being able to see family and friends and spend Easter in the usual way.

Gwent Police officers and staff have been out in communities doing their very best to work with people to make sure that they stay home, and they stay safe.

 However, where appropriate, we have warned and fined those that have selfishly been breaching the law.

 It is pleasing to report that the majority of people have shown great respect for their communities and have remained at home to prevent the spread of the disease.

Gwent Police cannot thank people enough for their support; the roads have been quiet, and most people are only taking journeys when they are absolutely necessary.

However, we are still seeing a small minority of people abuse the legislation – and the message to those that continue to put peoples’ lives at risk, is that we are continuing our pro-active approach and will enforce where necessary… this is very much in order to save lives.

 We would in particular like to thank those members of the community that have shown such enormous support and kindness to our Gwent Police officers.

 Many people have thanked our officers on road side and also some have provided cups of tea and even chocolate to help keep our staff going!

 Businesses have provided hand sanitiser for staff and Easter eggs for us to give to local children.

 All of this support has been very much appreciated and just shows what an excellent community spirit there is across Gwent.

 As we await further government announcements, we are confident that whatever the coming weeks bring, and if we continue to work together, we can save more lives.

 Gwent Police are working with you, on the front line of defence, so that we can protect and take the pressure from our last line of defence… our wonderful NHS!

Over the weekend of 18/19^th April, 2020 Gwent Police became aware of people offering puppies for sale via Facebook. The sellers showed pictures of puppies online stating that because of the Corona Virus they cannot be seen in person but will be couriered to the buyer once online payment has been made – these have been fraudulent scams with no dogs have been supplied and with payment arrangements sending monies beyond the UK. Such matters should be reported to Action Fraud on 0300 123 2040 or www.actionfraud.police.uk  Advice on how to research buying dogs and selecting a breeder can be found on the RSPCA’s online site at www.rspca.org.uk/adviceandwelfare/pets/dogs/puppy/sales.

The DWP are working to speed up access to Universal Credit and Employment Support Allowance (ESA) during this critical time. Changes have already been made to the standard allowance in Universal Credit and the basic element in Working Tax Credits, jobcentre appointments and health assessments.  For regular updates provided by DWP about coronavirus and claiming benefits and support for those affected by coronavirus please see: https://www.understandinguniversalcredit.gov.uk/coronavirus/

Those applying for Universal Credit can apply for up to a 100% re-payable advance from Day 1. This means that they won’t need to wait the usual 5 weeks before receiving a Universal Credit payment.  No visit is needed to the Job Centre and an application can be made online. There is also a UC phone line number to make a claim if no access to a computer etc.  For those already receiving Universal Credit they can talk to their work coach either via their online journal or by calling the UC Helpline.

If someone affected by covid-19 is unsure about whether they have paid enough National Insurance contributions through employment or self-employment to claim New Style ESA (NSESA) they are able to claim both New Style ESA and Universal Credit at the same time.  This means that if they do not qualify for NSESA they will not have delayed a claim to Universal Credit and missed out on any entitlement days. If they can claim NSESA, they will get paid from the first day, rather than after eight days. For eligibility please see - https://www.gov.uk/employment-support-allowance

 

This scheme will allow the self-employed, who have been adversely affected by the coronavirus, to claim a taxable grant worth 80% of trading profits up to a maximum of £2,500 per month for the next 3 months. This may be extended if needed.

 

 The Welsh Government has announced £2 billion of support for businesses, and is rolling out the support package for businesses as quickly as possible to help deal with the impact of coronavirus and to provide the certainty, stability and security businesses need.  Details are available on the Business Wales website: https://businesswales.gov.wales/coronavirus-advice We are also reviewing the business support offer to respond to the needs of COVID-19 over and above the financial offer.

  In order to ensure we support all communities in this crisis, the Business Wales Participation Fund (Fund) is a flexible discretionary fund that is available to help overcome barriers individuals may face in participating in Business Wales services. The purpose of the Fund is to embed the inclusion agenda within the Business Wales service and to support providers to improve their capacity to deal effectively with barriers individuals face in participating in Business Wales services.  

 The Fund can be used in a variety of ways to help an individual overcome barriers to participating in Business Wales activities.  Activities supported can include providing translation services, tailored support for disabled people, costs of caring responsibilities and hiring of specialist equipment. The fund has also supported bespoke workshops for lone parents, ethnic minorities and young people.   

 As with all clients at the moment, we will endeavour to help in the best way we can.  Our materials are commonly available in English and Welsh.  We do not have materials available to hand in other languages but the participation fund will fund translation should it be required.

Schools will be open to pupils from all year groups for limited periods during the week, with only a third of pupils in school at any one time. The summer term has been extended by one week to 27th July, and the autumn half-term holiday will be stretched to two weeks. Our education team and schools across Newport are working hard to plan for this return, schools will be letting parents know more details over the next weeks. We want to reinforce the message across communities that parents who choose not to send their children to school will not be fined and no one will be forced to send their child back.

 Official contact tracers will never ask for money, financial information, bank details, pin numbers or passwords. Please stay alert, follow the Welsh Government’s advice and, if you are contacted and have any concerns, let the police know.

 Action Fraud has had more than 300 reports since January of criminals using Snapchat to extort money from users.
