The passive voice is used when the focus is on the action. It is not important or not known,however, who or what is performing the action.

Example: Tom painted the entire house. (active)
The entire house was painted by Tom. (passive)

We use the third conditional to speculate about the imaginary results of things which didn´t happen. We often use it to express criticism or regret.
