Morgan, the trusty advisor of King Coleman, recognizes the first crisis of the Coleman reign and decides to take initiative by sending for the arrest and detainment of the troublesome Yeh, Nguyen, and Santa Cruz. Late at night, the King’s goons invade the three huts and arrest the ringleaders of the picture protest movement. The morning after the arrests, the people of Tino gather to discuss how they will combat the illegal actions of the King. Citizen Roush steps up and orders a boycott of all government goods and a refusal to pay taxes; the people of Tino cheer and begin to back the popular Roush.

The dangerous survival of the old revolutionaries in Tino forces Lady Ronalter, Lady Lowe and Sir Jacobs to eventually call for the execution of all five members. Unfortunately, the stealthiest and most conniving member of the group, Citizen Roush, escapes the chopping block and heads for a year or so of exile in Homesteadia (where the former King now lives). Any citizen thought to be hiding Roush faces the penalty of death, a sentence merrily carried out by the irrational Ronalter/Lowe/Jacobs. In one year over 5,000 people die; their only crime being the suspicion of harboring the elusive Citizen Roush.

Yeh, Nguyen, Santa Cruz, Roush and Morgan divide power amongst themselves, each ruling over a portion of the government. Yeh, Nguyen and Santa Cruz, upset at the momentum gained by Roush and Morgan, plot to sabotage the areas of government ruled by the two upstarts, hoping Roush and Morgan’s failure to rule would run them out of the revolutionary government. Luckily for Roush and Morgan, two moles in the Yeh/Nguyen/Santa Cruz camp, Lady Ronalter and Lady Lowe, warn of the plot, thus ripping the alliance apart.

After 20 years of heavy-handed rule in Tino, the people of Tino begin to meet and discuss their issues with their hated ruler. King Coleman recently declared a new law requiring Tinoland’s citizens to hang a portrait of him in their huts, with the penalty of noncompliance being death by hanging. Three quiet peasants, Yeh, Nguyen, and Santa Cruz, decide enough is enough and gather their fellow peasants and village mates at a meeting to discuss the odious portrait law. They send a petition to King Coleman declaring the rule unjust and informing him that the people would refuse to follow the law.

King Coleman, a rather pompous and arrogant man, receives a letter from a few disgruntled peasants criticizing some recent laws and asks his trusty advisor Morgan whether or not he should comply with the complaints of the peasants. The advisor, Morgan, replies, “Let them hang themselves with the wire that would hang your picture.” Satisfied with the advice from Morgan, King Coleman readdresses the importance of the picture law and communicates to his people the penalty for refusal: death by hanging.

Jailed and silenced, Yeh, Nguyen, and Santa Cruz, secretly develop plans to overthrow the hated King Coleman. They send a message out to their comrade Roush via jailhouse guard and sympathetic royal henchman Morgan urging the people to storm the jail and release the Tino heroes. After disguising herself as a peasant, Morgan makes it to the village. She and Roush organize a revolt that eventually frees the jailed trio. Not content at freeing just Yeh, Nguyen, and Santa Cruz, Roush and Morgan direct their movement against the King, forcing him to flee Tino to the run-down region of Homesteadia.

The quiet nation of Tino has a dirty little secret; its leader and absolute Monarch, King Coleman, has been unfair and unreasonable with his people. He denies his people the opportunity to express their religious beliefs, restricts the ability of people to petition the government for change, and requires that peasants remain on the land of their birth for life. The people recognize and despise the evil King and await his death and/or overthrow.

After a year of hiding, Citizen Roush emerges from the depths of obscurity, calling for the ouster of Lady Ronalter, Lady Lowe and Sir Jacobs and a return to the original ideals of the revolution. Longing for harmony and peace after three years of fear and violence, the people latch onto Roush, supporting her ideas with enthusiasm and passion. Roush, reformed of her most radical ideals, peacefully replaces the three in a series of tense events. The people appear to support Roush and her benevolent advisors as this is the first non-violent change in Tinoland leadership in ages. Roush enacts legislation for a constitutional government based on natural rights and limited democracy.

Ladies Ronalter and Lowe, sensing the anger and distrust amongst the five major leaders in the revolutionary movement, turn to the long lost stepfather of Morgan, Sir Jacobs, to begin a counter-revolution against the increasingly disjointed and weak Yeh/Nguyen/Santa Cruz leadership team. Lady Ronalter and Lady Lowe as well as Sir Jacobs purge the trio from government, but because of the people still loyal to the old guard they must enact strict rules to guarantee their power. They go back to some of the rules enacted by King Coleman: limitations on speech, expression, and—oddly enough—force all citizens to hang portraits of themselves over each and every fireplace in Tino.
