The states are independent but there are some common aspects between them determined by the central power. Cooperation helps the independent states find unification within their confederation and accomplish goals easier for the best results that benefit all of the independent states. 

Confederations are similar to group work where someone stands out as a leader, but all people have a say and work together to complete the task at hand.
