The role of evaluation committee in ESC is now needlessly expanded and they should even be the only contact point for the applicants (through a functional mailbox), whereas in E+ it's the NA.

Some of these have a direct impact on the funding of beneficiaries, e.g. volunteering period too short and cannot be corrected -> effect on calculation on funding, participant report not launched -> penalty or sanction for non-answer.
Rules cannot be imposed, if tools do not function .... 
Apart from creating additional work/frustration/insecurity - effects on the image of the EU Youth Programmes and the professionalism of the NAs & credibility of the Commission.

The beneficiaries and NAs alike appreciated it - as everyone´s work was made more feasible and the guidelines were very clear.
