In the active voice, the past progressive's structure is:

There are a subject+verb to be in past+ verb with ing+the object

This tense is for actions that we were doing in a lapse of time in the past.

For example:

The boy was eating an ice cream yesterday.

This tense even is used to talk about parallel actions in the past:

Yesterday, meanwhile I was eating pizza, my mom was watching tv.

The past progressive puts emphasis on the course of an action in the past.

In the passive voice:

First, We must have a transitive verb in the active sentence to transform it to the passive.

We must exchange at the begining of the sentence the object, then, conjugate the verb to be in past continuous and use the transitive verb as a past participle:
