You can make your account private - by changing the privacy settings on your account to private. You can also set up private messages with your followers. 

When you are using Twitter, even if you are just looking at tweets, Twitter will be collecting information about you - what device you are using and your internet address. They can not get your personal information unless you choose to provide them to the platform. This includes your personal details, age, location, birthday, phone number. Twitter can use this information to make personal ads made for you and recommend profiles you might like. 

Twitter can not officially take any personal data from you unless you allow them to. You can limit your data sharing in your settings.  

Twitter uses any data you allow to share with them to alter your feed and show you accounts, tweets and events you might like. You can only stop this by limiting your sharing with Twitter in your settings. 

Twitter can also take your username from you without your permission

My rationale:

My private policy for Twitter highlights the key concepts I believe the user should be informed about when creating an account, such as, how much information the user can share with Twitter, who exactly can view your profile, how to limit your personal information and data, what Twitter will do with your information you share and what aspects of your profile does Twitter have complete control over. I decided not to include the initial setup of an account and what privacy settings you can use and how to control location information data as I thought they are not as important for the user to understand and it should be highlighted when the user first joins the platform.
