         <description><![CDATA[<div>There are two types of bills that can be introduced, private and public. The textbook states, "Private bills deal with individual people or place... <strong>public bills</strong>—they involve general matters and apply to the entire nation" (Democracy 7). Most bills are public. It's difficult to pass bills, especially public ones. This is because in order to become a law, bills must be passed in the House and the Senate as well as be approved by the president.</div>]]></description>

         <title>How does Congress appropriate money?</title>

         <description><![CDATA[<div>The text explains it very well when it says, "the Constitution states, 'No money shall be drawn from the Treasury, but in <strong>consequence</strong> of appropriations made by law.' Thus, Congress must pass laws to appropriate money for the federal government. Congress must approve spending before the departments and agencies of the executive branch can actually spend money" (Democracy 7). They have to have approval. They appropriate money according to a two-step process an, "-an authorization bill and an appropriations bill" (Democracy 7). </div>]]></description>
