Example:  'Ophei Kwok Fung-Wa, obeys the rules so it is not important that<br>⭐️ Buskers can greatly enrich city life<br>4. lacks space {HK is cultural desert} ( starting pt.)<br>Example: Anita Mui Yui-Fong, 1st performed in Temple street.<br>~ become superstar after people admire singing and dancing <br>5. Interfering- block progress of talented artists {should be encouraged} <br>'provides opportunity, irrespective of background'<br>⭐️ respect people's right to hear and regulate noise level, not guilty of wrong doing .<br>⭐️regulations: hinder busking culture, harder for amateur artists to shine.<br>⭐️should not be regulated: buskers should regulate themselves <br>~co-ordinate among themselves to prevent problems. Most of them can be found in some of the city’s most crowded areas such as Tsim Sha Tsui, Mongkok and Causeway Bay, as well as newer performance areas such as the West Kowloon Cultural District.</div><div>Open Stage Scheme and West Kowloon Street Performance Scheme are the closest mechanisms Hong Kong have to a licensing system</div><div>(an outdoor performance scheme for qualified performers to showcase their talents)&nbsp;</div><div>Facts about the City of Chicago Street Performer License&nbsp;</div><div>It talked about the rules street performers have to follow plus the penalty, their time and noise limit.</div><div>To weed out acts of poor quality.</div><div>Under the scheme, applicants are assessed on the content, artistic level and safety of their performances. The assessment panel includes a member of the cultural sector, a district councillor and a representative of the LCSD. According to a street performer, JL, he claimed that one of the biggest problems buskers face is being treated like beggars on the street. (rebuttal) Therefore, one way to overcome this is for there to be a well- structured licensing scheme which recognize street performers and the government should give them an legal identity. Hong Kong called street performances to busking and they always perform in Causeway Bay or Mong Kok so as to finding more audience. It not only can take a break from our busy lives, but also becoming a culture for Hong Kong. Hong Kong is a diverse city with different with different kinds of artists so busking is a form of expression and a platform that helps budding talent people. As a result, the government should give them the identities so that the performers will be increases their acceptability by the public and let them to spread our busking culture to worldwide.</div><div>From the social POV, the government licenses street performances can benefit different skates. According to Hong Kong 01, a Japanese street performer called Mr. Wally who was stopped by the police from performing in Mong Kok because he is no local. Although he had a working holiday visa, he was still driven away by the police. According to the Immigration Department, all holders of working holiday visas do not have to apply for a Hong Kong ID within 180 days. Therefore, it definitely not fair to the oversea performers who want to perform in Hong Kong. Mr Wally is a well-known performer in Hong Kong and Hong Kong like his performances very much. Hong Kong people felt very angry after listening this bad news.
