On small projects like this one I can determine the risk levels and the impact they may have. This is from a company template that has hints and tips to aid filling in the document. When tested this did not happen so I had to ask the external contractor if there was a way to overcome this and make my ideas feasible. He sent me the attached email, which did not work as the change needed to happen on the main server at Head Office. This was completed and the contractor told me the idea could now be adopted by the other Villages and he thought it was a good idea. 60 x Salto cards required at 83p each equating to £49.80p. 
Printer ink roll at £28.99p. 
1 x Security Officers time to make the 60 cards for one hour equates to £9.94p.
1 x Security Managers time to train the eight HK HODS for one hour equates to £15.76p. 
Overall estimated cost total = £104.49 for all zones to be up and running.
Cost of a PDA per year = £105 for one zone so eight zones equals £840 per year. 
All of these costs are paid out of the Security Operational Budget as all Salto equipment/training etc. (barring Salto Lodge locks which sits on the Technical Service Operational Budget) sit with Security. Head Office though Finance dictate what sits with what department, as Head of Department I would not require any authorisation from a third party.
