Gifted is a population, uniquely different  commensurate with SPED and ELL. Gifted children require specialized instruction and services by educators who are trained in gifted pedagogy.  Gifted identification and education is an equity issue. Giftednes is found in all populations, cultures, and from all economic backgrounds.  Gifted students deserve equal educational opportunities to make educational gains to fulfill their potential.  Often these opportunities are unfulfilled.
