B – How to encourage students to be on time when school consequences
don’t affect them?

Remember a consequence is a thing that changes behavior so what you are referring to is the school punishment that is intended to stop the behaviors during that duration. (I can't be late if in am in in school suspension) It doesn't address how to change the behavior. I would suggest two things.. Make your class so exciting they don't want to be late (I have a team building dance party form brain learning they don't want to miss.. Also the unveiling of the fun fact of the day). I will also suggest you find out what causes the lateness, show interest and try and problem solve it with the students.

Pulling can be a very powerful tool if done in the proper way.(being overt)

School based tool such as teacher bounce. "I need a time out or a minute because I am struggling" (model inner control/ cooping skills) Hints for keeping track of time: give kids a timer or write on the pass when the return time is. Look for students if time frame is going over. Use reflection sheets for bounced student.

Alternatives for time out: be aware who is attention seeking and who is task avoiding. Busy task separated form the class.

Relate to safety when correcting students. ie: "That behavior is not helpful to the students around you..."

How to handle student mocking ESE student?

absolutelyI am assuming this is something you don't appreciate in your classroom. I would be sure to make it clear this behavior is not acceptable in your classroom. So most teachers have some order of redirection:

Eye contact
Proximity
Retract the skill
Be sure student can explain the skill
Verbal warning
Bounce to peer (if applicable)
Parent contact
Referral

In this case with unkindness to a peer of any kind I may go from verbal warning straight to call home or referral so it is clear that is not allowed in your classroom.

Lastly be vigilant that is not bullying as it is one of the ways we define that term repeated abuse of a student that is diminutive to the other student in any way (intellectually, size or social standing).
