This woman in the quotation, understands that Hester is so busy with her own thoughts and the judgement of herself that she doesn't even have time to process the thoughts of others.

Justice, though similar to judgement, carries higher moral implications and exceeds the populist judgement found in the novel.
Example:
"Thou hast escaped me!" he repeated more than once. Thou hast escaped me!" "May God forgive thee!" said the minister. "Thou, too, hast deeply sinned!"
(232-233)
In essence, it is an idea that everyone will receive a deserving outcome for their actions.
For example, Dimmesdale is punished by God, for his sin being kept alive to suffer under guilt. When he admits his sin on the scaffold his punishment is ended, he is allowed to die, and justice is served. Other examples include Hester's eventual burial next to Dimmesdale or

Explicitly, judgement is an opinion formed by individuals or groups and therefore is affected by personal biases.
In the novel, judgement can be seen in several forms. Most obviously this is with the Scarlet Letter, which the community uses to brand the sins of Hester. Though the community equates this with justice, this is simply the result of the community's judgement and not necessarily a reflection of true justice.

Implications in Puritan Society

The Puritan community is built upon a strong enforcement of traditional religious values which its society believes is justice. Their shamed based tactics, such as forcing Hester to serve as a living sermon, prevents them from achieving this true justice due to individual biases. From Reverend Wilson's outdated beliefs to Dimmesdale's hypocritical sermon's (preaching against sin and adultery while being one), the leaders are shown to be unable to determine true justice due individual biases and instead enforce their judgement upon society.
