1. Big initial meeting (online and/or in person)
-bring together stakeholders (primary/secondary...maybe tertiary)
-assess current policies/emergency plans
-establish shared goals

2. Idea Generation from stakeholders
-host a conference
-split into smaller groups with facilitators and field experts
-look for gaps in the emergency plans
-diverge and converge could be in here...
-each group brainstorms and submits their ideas (would it be an emergency plan proposal? What would it be that people are required to figure out)
-they are all collected and combined to start building a report based on participatory decision making and they are consensus driven

3. Plan for increased preparedness is put in place
-committee is formed to develop it
-various people can review, revise and finalize it.

4. Stakeholders come back together (virtually or physically)
-to confirm the emergency plan meets the needs of the public and adequately prepares for an earthquake
and that everyone is on the same page, know what different stakeholders are involved, and who would be doing what in the case of an emergency.
