You have to  vote for laws and you can make up rules by yourself. If you break a law there could be big consequence and people could also face jail for doing horrible things. Rules are flexible and laws are inflexible ( Rules can change and Laws can't change).Rules can be anything like do not run in the classroom, do not swear, do not take objects 
from others, don't bully others, do not hit people.
Laws have worse consequences  than rules.
