The functioning of the EU: a balanced governance (GLON Samuel)

This Friday, December 4th, we had the intervention of a local MP, whose name is Irene Tholleret.
In this short article, I will talk to you about her explanation and vision of the functioning of the Union, and the balance of power in the presence.
Firstly, she obviously distinguishes between the three main institutions of the EU: the Commission, which represents the interests of the EU as a whole, and makes proposals for laws, the Council, which represents the interests of the member states and gives direction, and the Parliament, which is directly elected by the European people, and thus represents their interests. This separation of powers allows for a balance of power in the Union.
She is part of the latter institution: the Parliament, elected in 2019. Thus, she is part of EU chambers of competences, in which she participates in the debates and modification of legislative proposals.
Moreover, Irene confirmed that this balance was right: none of the institutions "dominates" another.
On the other hand, she states that the institutions have a very collaborative approach, which works very well. She often finds herself discussing with members of other Chambers, for example, discussing and finding agreements and compromises depending on the issues. For example, about fossil energy and its prohibition, they decided to allow a few country to use the gas to enter the transition.

During their meetings, the Members of the European Parliament deal with a lot of different topics ranging from free trade agreements to domestic violence. However, there is an essential point with any topic they talk about during their meetings : it’s to define all key terms. Indeed, all the Members of the European Parliament must agree on the same definition of a word. For example, the definition of the term “a slap” in the context of domestic violence.

A change of priorities in the European Union

Irène Tolleret is a French Member of the European Union who started her first mandate in 2019, and she is in charge of the Committee on Gender Equality. We have addressed the subject of the European Union's priorities during this period of pandemic.Indeed before this strange period the main subject that was discussed was the Brexit with the United Kingdom, which is leaving Europe and does not want to inform it of the standards they are going to use on their products. But now with the arrival of the virus the situation has changed, the goal of the European Union is to get us out of this pandemic as soon as possible. To do this, the EU has borrowed around €150 billion in security measures, masks, etc...We have thus entered a great economic crisis, and apparently we are living the New Deal of the 30s. And, as in those years, a recovery plan was therefore launched.
Anton Mendoza Hargreaves

Nowadays one of the main issues is the environment because of climate change. The European Union tries to bring solutions to this issue but the European deputy, who came to talk to us, explained to us how difficult it was. Indeed in the European Union, to decide something like a new law every single country member of the European Union has to agree. This is why even a minority which would be against a project like the decision to stop using coal to make energy would make the project fail. But the European deputy was optimistic on the fact that the USA would return in the Paris agreement thanks to the election of Joe Bidden.
Prune Wassenaar

We were lucky enough to have a visit from a member of the European Parliament, she explained her role and how she got to this place. The MEPs are therefore elected for 5 years, she was elected in 2019 by universal suffrage.During their term of office, the European Parliament has legislative power within the EU. Within the Parliament, MEPs may have different roles and levels of responsibility. They participate in thematic committees to study texts. Irene Tholleret for example deals with the differences between the rights of men, women and LGBTQIA.

Before covid 19, Irene Tholleret visited the European Parliament in Strasbourg every week. She spent more than 15 hours in the transport to and from there. She travelled a lot, which is what she finds the most difficult part of the job because it is very tiring. The situation following covid 19, contrary to what one would have thought and contrary to what many people think of, was beneficial for Irene who took part in the debate and European meetings by video conference from her home. Nothing has changed since the meetings continue to be translated into all the languages as they were in the past.

Louane Mayer

On Friday 4th December 2020, we had the chance to discuss with Mrs Irène Tholleret, an MEP since 2019. Ms Tholleret is in charge of agricultural policy, the LGBTQI+ strategy and the gender equality strategy. Her aim is to advance equality at the European level. Here, I will quickly tell you about her background.

Firstly, Ms Tholleret, graduated from ESSEC.
After her degree, she worked brilliantly in the wine industry.
In 2014, she was elected mayor of Fontanès, a village in the South of France.
Little by little, she is making progress in the political arena.
In 2019, she was elected French MEP. After that, she gave up her other functions to focus on her very busy role as a MEP.
Nevertheless, Mrs. Tholleret told us that she does not want to renew her mandate as an MEP, it is for her a passage of life and not a job.
She even confessed her salary to the most curious : 7000€ per month. She also said that she earned a little more when she was travelling etc.

Béranger Chloé

On a smaller scale she's helping people from the LGBTQIA community from Montpellier who got kicked out of their house during this pandemic by providing them a shelter.
PS: we learned that in Malta, thanks to the 2010's gender recognition act, everybody can choose their gender and it is not assigned at birth, therefore it is easier for transgender persons to get recognized as their gender and not as the gender they were assigned at birth.

Marie Bourrin

She is part of the commission based on gender equality and the rights of LGBTQI+ people. She defines diversity as an appart for society. During her seat, since 2019, she fights to change mentalities and European texts in order to allow better conditions for all. Irène Tolleret would like to establish in Europe and/or in France, as in Malta, the choice of gender at our 18 years old. Aiming to protect the rights of transgender, intersex, and intersex people, and allows the right to self-determination of one's identity.
